A filter extension produces different query-string orders for the same product set. The merchandising team also wants a permanent category for waterproof work boots. Those are different cases: normalize or consistently reference equivalent filter states, while evaluating the proposed category on its distinct purpose. Creating a permanent page for every query string would multiply maintenance without resolving the buyer task.
If a maintained attribute archive already satisfies the buying task, linking to that archive may be preferable to creating an overlapping filter landing page. If the combination only narrows a temporary selection, keep its purpose navigational.
Test filter combinations, clear-all behavior, pagination and product selection after changes. Verify the preferred archive still has relevant internal links and does not canonicalize to a broader page with different intent.
